TITLE:  District Operations Officer

 

REPORTS TO: Superintendent

 

JOB GOAL: Under the general direction of the Superintendent, the District Operating Officer (DOO) provides executive leadership, strategic direction, and oversight of the district's operational services while serving as the district's Director of Pupil Personnel (DPP) and Federal Programs Coordinator (Title Coordinator). The DOO ensures the efficient, effective, and compliant management of district operations, including facilities, technology, safety and security, operational compliance, strategic initiatives, and administration of the district's federal education programs. As Director of Pupil Personnel, the COO is responsible for ensuring compliance with Kentucky statutes and administrative regulations related to compulsory attendance, student enrollment, residency, homeless education, student discipline, and other pupil personnel services.

Director of Pupil Personnel Responsibilities

Serve as the district's Director of Pupil Personnel in accordance with Kentucky Revised Statutes and Kentucky Department of Education regulations.

Responsibilities include:

Federal Programs / Title Coordinator Responsibilities

?      Serve as the District's Federal Programs Coordinator and oversee the planning, implementation, monitoring, and evaluation of all federal education programs, including Title I, Part A; Title II, Part A; Title III; Title IV, Part A; McKinney-Vento; and other applicable federal grants.

?      Ensure compliance with all federal statutes, Kentucky Department of Education (KDE) requirements, and Board policies governing federal education programs.

?      Coordinate the annual Comprehensive District Improvement Plan (CDIP), Comprehensive School Improvement Plans (CSIP), Consolidated Application (ConApp), and other required federal planning documents.

?      Develop, monitor, and evaluate federal program budgets in collaboration with the Superintendent, Finance Office, principals, and program directors to ensure the appropriate and allowable use of federal funds.

?      Monitor grant expenditures and program implementation to ensure compliance with federal fiscal and programmatic requirements.

?      Coordinate federal program monitoring visits, audits, corrective action plans, and all required state and federal reporting.

?      Provide technical assistance and professional learning to administrators and staff regarding federal program requirements, allowable expenditures, evidence-based practices, and compliance expectations.

?      Collaborate with district and school leadership to evaluate program effectiveness through data analysis and continuous improvement processes.

?      Ensure all required parent and family engagement activities, stakeholder consultation, and public reporting requirements are completed in accordance with federal law.

?      Coordinate equitable services, private school consultation, and other federally required program activities, as applicable.

?      Maintain documentation and records necessary to demonstrate compliance with federal grant requirements and program monitoring.

?      Serve as the district liaison with the Kentucky Department of Education regarding federal programs and grants.

?  Perform other duties related to federal programs as assigned by the Superintendent.
